1. Deferred Payment Loan (DPL)

  • Loan Amount: Up to $18,000.
  • Repayment Terms: Interest-free, deferred until the borrower sells, refinances, or no longer occupies the property as their primary residence.
  • Eligibility: Available to borrowers within specific income limits, depending on household size and location.

2. Deferred Payment Loan Plus (DPL Plus)

  • Loan Amount: Up to $18,000.
  • Targeting Criteria: Focuses on underserved buyers; eligibility criteria may include income limits and post-closing liquid reserves.

3. Monthly Payment Loan

  • Loan Amount: Up to $18,000.
  • Repayment Terms: Amortizing loan with monthly payments at the same interest rate as the first mortgage.
  • Layering: Can be combined with other community or nonprofit downpayment assistance funds.

4. First-Generation Homebuyer Loan

  • Loan Amount: Up to $35,000.
  • Repayment Terms: A forgivable loan; 50% is forgiven after 10 years, and the remainder after 20 years, provided the property remains the borrower’s primary residence.
  • Eligibility: At least one borrower must meet first-generation criteria, meaning neither they nor their parents/guardians have owned a home, or they lost a home to foreclosure.

Who Qualifies for DPA?

  • Income Limits: These vary based on household size and the county of the property. For example, in the Twin Cities metro area, the income cap for the Start Up program is $99,440 for 2024.
  • Purchase Price Limits: The maximum purchase price for a single-family home in the Twin Cities is $515,200.
  • First-Time Buyer Status: Required for most programs, though Step Up is available to repeat buyers.
